C01: Who Are We as Rebels?

To those with our cause in their hearts,

The time has come for action!

We have been beaten back in the past but now our army has recovered and we are ready to advance into more territories.

I have contacted all the other cell leaders and we really only have one target in mind, the Circuits!

The Circuits is a sprawling black market of all things illegal and otherwise shady, the Governed have been eyeing it recently but they have so far put up a good fight.

The territory is useful because of its tunnels that they’ve dug underneath the Dome, they use it to smuggle contraband but we can use it to smuggle supplies to our various cells.

From here, we have a choice, we can either discuss a deal or occupy them.

The deal would be us providing protection to the territory in exchange for us being able to use their tunnels. This would mean that we half-occupy the territory. However, this would be an unstable alliance as the Circuits changes leaders every few months and the new leader might wish to succeed from us.

Occupying them would be the riskier option, however, we can catch them on the backfoot AND we would be able to directly govern the market, meaning that there won’t be any political opposition to our continued governing. It might be the more threatening option but it may be called for, considering the risk of opposition.

The choice is yours to make, I know it’s a difficult one but I know you can pull through for us.
